			<content:encoded><![CDATA[<div class="announcement_post"><p>KCSB 91.9 FM would like to thank you for your support of our annual on-air fund drive, scheduled this year from Weds., November 12th-Friday, Nov. 21st. We are writing to inform you of our choice to suspend the fund drive, due to the Santa Barbara Tea Fire. <span id="more-1047"></span></p>
<p>As a community radio station, KCSB’s first priority is to serve its listeners in any capacity it can. The Santa Barbara Gap Fire this past summer emphasized KCSB’s importance as a beacon of information during troubled times. We have made the choice to pool our resources away from our annual fund drive and to dedicate ourselves to ongoing coverage of the Tea Fire as it develops. For that reason, we have postponed our fund drive to a later date this coming winter.</p>
<p>Your donations are continually appreciated and we thank you for your contributions to help us maintain our free-speech tradition. </p>

<p>The cause of the Tea Fire remains under investigation.  If you have information about the fire, please call the Sheriff’s anonymous tip hotline 805-681-4171. For general information, the public may call (805) 681-5197. Road closure information is available at 805/568-3006.</p>

•	A total of 1,940 acres were burned<br />
•	Fire is 100% contained<br />
•	210 residences destroyed: 130 in the City of Santa Barbara, 80 in County of Santa Barbara; 9 residences damaged<br />
•	Damage assessment is continuing<br />
•	319 parcels currently remain under evacuation<br />
•	756 firefighters and support personnel still working<br />
•	22 injuries from smoke inhalation<br />
•	3 burn injuries<br />
•	Estimated firefighting cost to date $5.7 million dollars</p>
<p>Residents are advised to use caution when using Highway 154 or to use Highway 101 as an alternate route due to fire equipment moving between Live Oak Camp and the Tea Fire lines.</p>
<p>Damage Assessment Information<br />
Preliminary property assessments have been completed by the City of Santa Barbara Fire Department and the Montecito Fire Department for properties affected by the Tea Fire.  A list of properties believed to have been significantly damaged by the fire is available on the County and City websites:</p>

<p>Evacuation Area<br />
Effective 6:00 p.m., November 17, 2008, the Tea Fire mandatory evacuation order has been modified. The only remaining mandatory evacuation areas are:</p>
<p>•	West Mountain Drive between El Cielito Road and Coyote Road<br />
•	Gibraltar Road north of El Cielito Road to East Camino Cielo</p>
<p>All other previously listed mandatory evacuation order areas are lifted and are now open to residents with government-issued identification (driver’s license, ID card, etc) or a government-issued identification card along with a utility bill, mail showing physical address, etc.</p>

The only non-commercial community radio station in Santa Barbara County will hold its annual fund drive November 12th-21st, celebrating KCSB-FM’s unique mix of independent music, news, public affairs, cultural arts, and sports programs while also asking listeners for financial support.  KCSB 91.9 FM is known as one of the best college and community “hybrid” stations in the country.</p>
<p>The summer’s Gap Fire emphasized KCSB’s impact in the Tri-Counties.  KCSB was an important resource during massive, ongoing blackouts in the region, and for its overtime efforts received praise from listeners and local officials; this also lead to a partnership on an emergency information service with the <em>Santa Barbara Independent</em>.  KCSB’s fund drive gives the station an occasion to publicize such accomplishments.  Other noteworthy KCSB achievements during the past year: broadcasting Hilary Clinton’s townhall meeting live from UCSB, over 100 UCSB sporting events, and dozens of in-studio performances; presenting an area appearance by independent journalist Amy Goodman (<em>Democracy Now!</em>) and 3 public concerts, including a festival at La Casa De La Raza that featured a live broadcast; and sponsorship of numerous events by a host of area promoters, venues, clubs, and organizations. (All programming is simultaneously streamed online.)</p>
<p>The 2008 KCSB Fund Drive will be highlighted by the area theatrical premiere of <a href="http://christmasonmars.cinemapurgatorio.com/"><em>Christmas on Mars: A Fantastical Film Freakout Featuring The Flaming Lips</em></a> at 7pm on Saturday, Nov. 15th at the Isla Vista Theater (960 Embarcadero del Norte).  This screening is free, all-ages, and open to the public. <p><strong>About <em>Christmas on Mars</em></strong>: Psychedelic rock band <a href="http://www.flaminglips.com/christmassplash/">The Flaming Lips</a> present a new science-fiction film co-directed by Lips’ singer Wayne Coyne and George Salisbury, an audiovisual technician with strong ties to the band.  Seven years in the making, <a href="http://christmasonmars.cinemapurgatorio.com/">Christmas on Mars</a> features original music by The Flaming Lips and appearances by comedian Fred Armisen and actor Adam Goldberg.  Shot in Oklahoma City, the story is set during Christmastime, with colonization of the red planet underway.  After an oxygen generator and gravity-control pod malfunction, lead astronaut Major Syrtis (played by Lips’ Steven Drozd) and his team fear the worst.  Syrtis also hallucinates the birth of a baby and other strange occurrences.  Meanwhile, a compassionate alien super-being (Coyne) arrives, inspiring and helping the isolated colonists.  <em>The New York Times</em> says <em>Christmas on Mars</em> is “destined for cult status,” while <em>New York Magazine</em> claims, “It’s basically as weird as you’d hoped.”  </p>

Turn off your lawn sprinklers and keep personal use to minimum.</p>
<p>Direct Relief International (DRI), in cooperation with the Santa Barbara County Health<br />
Department and the City of Santa Barbara will be distributing <strong>free NIOSH N-95 face masks</strong> to residents between <strong>11:30 a.m. and 2:30 p.m. on Friday, November 14, 2008 at MacKenzie Park</strong> in the parking lot off Los Positas Road.  </p>
<p>DRI has a <strong>very limited supply of masks</strong> so please request only what you absolutely need if you cannot avoid outdoor exposure to the smoke generated by the Tea Fire. </p>
<p>Also, Ray Ford reports that it is anticipated that the winds will pick up as the day progresses, and that Rattlesnake Canyon is very critical right now, as the fire is making it&#8217;s way up the west side of Rattlesnake Canyon. If it reaches the West Ridge of Rattlesnake, the next stop for the fire is Mission Canyon.</p>
